The aircon ledge is the narrow concrete shelf outside an HDB flat where the outdoor condensing unit sits on brackets. There is no single "HDB aircon ledge size": HDB publishes approved locations and installation methods by flat type, and tells owners to check with the HDB Branch managing their flat for anything beyond that. So the honest answer to "will a System 3 fit on my ledge?" is that somebody has to measure it. Below: what the ledge is for, what HDB actually requires, the four things that go wrong on ledges, and the checklist to run before you pay for a system.
What the aircon ledge is, and what it is for
In most HDB layouts the ledge is a slab or recess outside the service yard, kitchen or a bedroom window. It exists for one thing: to carry the outdoor condensing unit of a split system, bolted onto brackets, with its refrigerant piping and drainage running back into the flat.
Our published position on HDB aircon installation is the one we work to on every job: the outdoor condenser sits on the flat's designated aircon ledge, on proper brackets. Roof and common-corridor installation are not allowed in most blocks. The work is carried out by a BCA-licensed contractor β DIY or unlicensed installation can breach HDB rules and void manufacturer warranties.
On our jobs the ledge carries the condensing unit and nothing else. Brooms, pots, drying racks and stored boxes are the single most common thing a technician has to clear before he can even reach the unit, and they sit exactly where the condenser needs to dump heat.
What HDB actually says β and what it deliberately does not
HDB's renovation guidelines for air-conditioner installation works are short and specific, and worth reading before you take any contractor's word for what is "allowed":
- The responsibility is yours. HDB states that you are responsible for the proper installation, safety and stability of your air conditioner β casement, window unit or split type. Not the retailer's, not the installer's. Yours.
- Whether you need a permit depends on your main switch. Flats provided with a 40-amp main switch, and flats upgraded under the Main Upgrading Programme or the Home Improvement Programme, do not require a permit to carry out installation works β though the guidelines still apply. Flats provided with a 30-amp main switch have their own separate set of requirements to check first.
- Approved locations are set by flat type. HDB lists approved locations and installation methods for air-conditioners by flat type, and directs owners to contact the HDB Branch managing their flat for other enquiries.
That last point is the one the internet gets wrong. Because approved locations and methods are defined per flat type, there is no universal ledge dimension, no universal clearance figure and no universal "maximum number of units". Any page that gives you one number for every HDB flat in Singapore is guessing. We are not going to publish a number we cannot stand behind on your block.
Finding out which category your flat is in
The rating is printed on the main switch inside your distribution board. If the flat has been through HIP or MUP, that upgrade is usually where the change happened. If you are not sure β and plenty of owners of older flats are not β the HDB Branch managing your flat will confirm it, and so will the electrician on a proper site survey. It matters, because it decides both the permit question and whether your existing electrical supply can carry the system you are about to buy.
Why "how many units fit on the ledge" is the wrong question
A common misunderstanding: people assume a System 3 means three things on the ledge. It does not. A System 2 is two indoor units and one outdoor unit; a System 3 is three indoor and one outdoor; a System 4, four indoor and one outdoor. Going up the range does not multiply the boxes on your ledge β it makes the single box on your ledge physically bigger and heavier.
So the real questions are: does that larger condenser fit the ledge footprint, can the brackets be fixed properly, is there room left for air to move around it, and can a technician still reach every side of it to service it in three months' time. Those are measurements, not opinions.

The four things that actually go wrong on a ledge
1. Drainage that ends up on the ledge instead of in a floor trap
Condensate from each indoor unit has to be piped back into the flat and discharged to a floor trap. When it is not β or when the drain line silts up with biofilm β the water finds another way out: down the wall below the ledge, or through the indoor unit into your bedroom. 2. Weather, and the corrosion that follows
A ledge condenser lives outdoors in Singapore's humidity, with sun on one side and driving rain on the other. Fins corrode, casings stain, and bracket bolts are the quiet failure β they are the part nobody looks at until the unit shifts. If your unit has been up there for years and has never been inspected from the outside, that inspection is worth more than another round of filter cleaning. 3. Crowding β the cheapest problem to fix
A condenser rejects heat into the air around it. Box it in with stored items, a tight enclosure, or a second appliance pressed against it, and it re-breathes its own hot air. The unit still runs; it just works harder for the same room temperature and you pay for the difference on the utility bill. Clearing a ledge costs nothing and is the one improvement any owner can make this afternoon.
4. Access β which shows up in the price of every future service
A ledge that cannot be reached safely from inside the flat changes how the work has to be done, and sometimes needs approvals before anyone can start. It is worth knowing that before you install, not on the morning of your first service. What the ledge quietly costs you later

Every one of those prices is the final price β what you see is what you pay. A ledge with a blocked drain and a boxed-in condenser will run you through the repair line of that table more often than a clear one will.
Ledge checklist before you commit to a system
- Get the ledge measured, not estimated. The condenser footprint for the system you are considering, plus bracket clearance, plus room to work around it.
- Confirm the approved location and method for your flat type with the HDB Branch managing your flat if there is any doubt about where the unit may go.
- Check your main switch rating β 30-amp flats and 40-amp / HIP / MUP flats are treated differently, including on permits.
- Trace the drainage route from each indoor unit to a floor trap inside the flat. Ask where it runs, not whether it exists.
- Ask about the isolator. Older flats may need an electrical isolator or a dedicated point added; we check this at the survey.
- Ask how the piping will be run β along approved routes, trunked where it is visible.
- Clear the ledge before the survey so the surveyor sees the real space, not the space around your storage.
- Get all of it written into the quote before you pay a deposit anywhere.

It needs a bigger footprint for the single outdoor unit, yes β a System 2 is two indoor units and one outdoor, a System 4 is four indoor and one outdoor, and the outdoor unit grows with the range. Whether that footprint fits your particular ledge is a measurement, not a rule of thumb.
